Is he in chastity? If not that would be my suggestion. He might fight it at first and give you a hard time but leave him in for a few days and he'll start to come around.

don't use chastity as a punishment you really don't control someone by punishing them all the time. To control a sub male you want to give him pleasure and discipline and make it so the two bring each other in a feedback loop and if he accepts it and comes to depend on it you'll have total control over him.
