My thought is that the best location for what you're seeking is one of the Hedo resorts (II or III) in Jamaica. At least one of the Hedo resorts allows single men.
If your heart is set on Mexico, rather than Jamaica, then you might need to import your bull or at least go off resort to find him. Mexico has the Desire resorts (Cabo and Cancun), which are definitely lifestyle resorts, but are promoted as couples only. The staff, at least at Cabo, is very friendly and energetic but aren't likely to help much with the cuckold situation.

My wife only ‘goes for it’ while on vacation so this is a subject that I know a bit about. As far as Hedonism in Jamacia, both welcome single guys.
