Basically this muscle prevents you from peeing. If you go take a piss, and half way through, flex this muscle, it will stop your stream. That is how you identify the proper muscle. This muscle is also associated in men with the gland that produces precum, or the clear stuff that comes out when you are aroused. This is a different gland than the prostate. For some men, flexing this muscle stimulates the nerves responsible for having an orgasm, causing you to ejaculate. It is also possible to flex this muscle (Once the muscle is strong enough) during a normal orgasm to prevent you from shooting your load. You would still orgasm, just not make a mess. From my understanding, this is the mythical "Male Multiple Orgasm", and though it appears like it is a multiple orgasm, technically your body still goes thru all the normal orgasm processes, so its not really one, just a series of orgasms.
Permisterally, I've worked towards the multiple orgasm thing, only to find the orgasm that occurs to be very uncomfortable. I've read that when you do this, it's similar to putting your thumb over your urethra when you cum and can cause the ejaculate to power its way into your bladder. I'm also fascinated with the idea of trying to cum without touching by flexing this muscle, but I've not been able to do so.
