In the Netherlands, health insurance companies don't cover transgender manipulations either. But they do, to some extent, cover transsexual manipulations. How about health insurance companies in the US?
What some transgender people do here, is the following. They go to one of the university hospitals, and present themselves as transsexuals. A bit of acting is needed to convince the psychologists, but you don't have to be a potential Hollywood star.
Then, halfway through, the transgender stops the process. Patients are allowed to stop the process any time they like. So what they do is, they take hormones, under medical supervision, and when they have breasts and it's time to get the surgery, they bail out. It's safe and all expences are covered.
But you may not be so lucky in the US. There are alternatives. I would recommend you to find an online community of transgenders. I have found a few in the Netherlands, and I bet there will be in the US too. There are people out there who know a lot about this stuff. And about ways to accomplish what you want.
Caution: don't ever go and take pills of any kind without proper education! They can seriously harm your health (eg in some situations you'd have a serious risk to develop a cancer, or trombosis). Especially pills.
There are also patches (plasters, is that a correct English word?), that should be a lot safer and work as well as pills.
Go out there. Get educated, Take your time to find all the information you need. It can be done in a safe matter, but you have to know what you are doing.
O, and be sure you really want this. Because once you have titties, they are not going to go away (but then again: that's what we're after, isn't it?).
