1) 30-40 min is relatively safe in any case. Just do not allow overheating.
2) 1 hour depends on the person stamina which cannot be predicted beforehand.
3) after 1 hour or so - t h_r o_m b o s_i s begins. If this case removing the band will MOST LIKELY cause instant l_e th a_l effect. So, removing it by yourself seems to be not an option at all.
4) if a man comes to a hospital in a range of 2 hours, the doctor can do ultrasound and medications - if this helps with the issue above - the band can be removed.
5) if no, or more than 3 hours passed - as I understand - no other options, only surg.removing.
That's an official answer from two different official practicing doctors.
