I've been on a cruise with the wife before. It was a short 3-day to Mexico, and the sexual energy was very high, starting in the lines to get on the ship. You could see everybody checking each other out while waiting to get bags checked. I was hit on very hard by three different women, once even right in front of my wife by a very attractive blonde. The women weren't laying back and waiting for anything, they were being very aggressive just like I like, being a bit of a submissive. My favorite was a lady who volunteered to put suntan lotion on me at 9 AM the first day. I have no idea if my wife got lucky or not, as she refuses to share any info on what she does with me, but I gave her more than enough space to do whatever she wanted.
The one thing you and your wife need to remember, is there isn't very much time to make things happen. She (and you) needs to be aggressive and not mess around being real picky. Lots of other women are there to meet men so she'll have her work cut out for her. Concentrate on other passengers, as employees of the cruise lines are usually not allowed to fraternize with passengers. There will be plenty of venues for picking up men, like poolside, bars, disco's, etc, and if she's not shy, she shouldn't have any problem making some real good friends.
