I do remember many years ago there was a video going around of a guy running around streets and shopping centres yanking down women's boob tube tops, exposing their breasts as in the photo. I must admit I thoroughly enjoyed it, the shock on the women's face as they tried to quickly cover up, and wouldn't finding it to watch again.

Yanking down their leggings and panties or pushing up their dress is a new variation of that I guess, but others have said, all likely to get you arrested!
